Is this common?

Today at church, the pastor gave a sermon about tithing.  In his sermon, he said that the church keeps track of who tithes, and how much they tithe every month.  He also said that when considering someone for ministry or leadership, they look to see if that person tithes, and how much they tithe.  Is this a common practice in churches?  Is it just me, or does it seem like there is something just not right with this?  I welcome everyones opinion.
